> The rapid diffusion of large language– and image-generation models has upended the long-standing separation between artificial-intelligence governance and information-disorder policy. Yet we still lack systematic knowledge of how the two expert communities are negotiating the meaning of “AI-generated deception,” which frames are gaining traction, and how coalitions are re-aligning as new capabilities emerge. Building on the methodological template of the first two papers, this study proposes a mixed-methods research design that will map the evolving policy discourse across four liberal democracies—the United States, European Union, United Kingdom, and Canada—from the staged release of GPT-2 in 2019 through March 2025. > I will assemble a corpus of policy-relevant texts—including statutes, hearings, white papers, stakeholder submissions, and technical reports—selected through an automated search-and-snowball pipeline and curated for relevance to the AI–misinformation nexus. The analysis proceeds in two stages: >             Exploratory stage. Rolling six-month semantic-network analysis will identify clusters of co-occurring concepts that signal emergent frames. In parallel, discourse-network analysis will code thousands of actor–statement–stance tuples to trace endorsement and conflict ties within and between the AI-governance and information-disorder subsystems. >             Confirmatory stage. Guided by Van Hulst’s four framing processes—sense-making, selecting, naming, storytelling—I will qualitatively validate candidate frames, assess how they migrate or mutate after major capability shocks (GPT-2, ChatGPT, Sora), and measure convergence or cleavage among policy actors. > The project will generate three deliverables: (a) a time-stamped Frame Atlas linking dominant storylines to their champions, preferred remedies, and jurisdictions; (b) a longitudinal account of coalition dynamics that tests whether disruptive technologies accelerate boundary-spanning collaboration or intensify polarization; and (c) an open-source, modular pipeline that fuses semantic and discourse networks for future comparative research. ## See Also [[policy framing]]
